Apply for authorisation for excursion trips and holiday destination trips and/or rental bus transport
Would you like to offer excursion trips or holiday destination trips with buses and coaches (KOM) or passenger cars (Pkw) or hire bus transport?
You need a licence for this.
Please note: For such travel offers, you as the operator must determine the scope and destination of the journeys in advance. The journeys must lead back to the starting point at the end. Passengers must have a ticket valid for the entire route, on which the price is stated. You may not take passengers who only want to travel part of the route.
You can obtain the licence for a maximum of ten years for buses and coaches and for a maximum of five years for cars. After that, you can apply for an extension.

- if you live in a rural district: the district administration

Prerequisite
- personal and professional suitability of both the applicant and the managing directors appointed
- Registered office or branch office in Germany (as defined by commercial law)
- Proof that the company is secure and efficient
Procedure
You can apply for the licence online.
You must provide the following information on the vehicles used:
- Number
- Type (KOM, car)
- Vehicle owner
- licence plate number (only for passenger cars)
- Manufacturer (only for passenger cars)
- Vehicle identification number (only for cars)
- Number of seats
After you have submitted the application with the complete documents, the following bodies, among others, can submit a statement as part of the hearing procedure:
- the municipality
- the Chamber of Industry and Commerce
- the trade union
- the trade association
Once the deadline for comments has expired, the competent body will make a final decision on the application and inform the applicant of the outcome in writing.

- Extract from the central traffic register (not older than three months at the time of application)
- Extract from the commercial or co-operative register (as certified copies)
- Copy of the articles of association and list of shareholders
- for legal entities: Proof of authorisation to represent the company
- Certificate in tax matters from the tax office (not older than three months at the time of application)
- Certificate in tax matters from the responsible municipality (not older than three months at the time of application)
- Certificate of no objection from the social security authorities
- You need the certificate
- from health insurance funds with which you insure or have insured employees and
- for yourself, if you are or were voluntarily/privately insured.
- Clearance certificate from the professional association for vehicle maintenance (BgF)
- Proof of professional suitability
- Certificate of equity and possibly additional certificate (reference date for both not more than twelve months in the past)
- if you appoint other persons to manage the business, from them:
- Certificate of good conduct (not older than three months at the time of application)
- Information from the central trade register (not older than three months at the time of application)
- Extract from the central traffic register (not older than three months at the time of application)
- Proof of professional aptitude
- Proof of employment
- Proof of the last general inspection of the vehicles used
Tip: Obtaining a certificate of good conduct and information from the central trade register in particular takes some time. You should therefore apply for these documents from your local authority first.
You can still submit the other documents after submitting the application form.
However, it is advisable to submit them at the same time as the application.

- Authorisation for occasional transport with buses and coaches (KOM): EUR 100.00 - 1,465
- Authorisation of occasional transport with passenger cars (passenger cars): EUR 50.00 - 500.00
Note: Additional fees and costs may be incurred for certain documents, such as register information or other evidence.
